Project Controls & Earned Value Management Systems

Expert Capabilities

SMSI’s cadre of more than one hundred project control professionals deployed into a variety of federal projects and programs provide cradle-to-grave support – to include system development, implementation, and certification (if required), as well as training, execution, software/system evaluation, and other interrelated aspects. Our work is performed in accordance with client requirements (i.e., DOE Order 413.3 and associated Guides for capital projects and the Phase 6X process for weapons programs), as well as industry best practices espoused by AACE International (AACE), the National Defense Industrial Association (NDIA) and the Government Accountability Office (GAO).

Proven Value & Benefits

To be effective in managing complex capital projects and weapons programs, planning/scheduling, cost estimating, cost/risk management and earned value management (EVM) need to be integrated into a comprehensive project controls system. The approach we utilize in support of our clients typically includes:

  1. Establishing realistic estimates, schedules, and ultimately time-phased budgets.
  2. Developing and implementing an EVM system (EVMS) to measure key project and program metrics in a cost effective and actionable manner.
  3. Proactive monitoring and timely reporting (both internally and externally).
  4. Cost/Risk management focusing on early trend identification and mitigation.
  5. Change management.
